The Founders of the Institute for Grant Administration

The Institute for Grant Program Administration (IGPAdmin) has been created by Henry Flood and Magali Abad. Collectively, they have 50 years experience with grant acquisition, grant management and program management throughout the United States and across cultures.

Henry Flood

Henry Flood is the President of the IGPAdmin. Mr. Flood has 30 years experience with grant acquisition and management. He was a participant in the federal Public Law 95-224 grant reform studies that led to major grant management changes in the 1980’s. As consultant to the former Bicentennial Commission on the US Constitution, Henry participated in the making of the Common Rule on Grant Administration and wrote the grant program rules and procedures for administering this 10 million dollar Bicentennial Education Grant Program.

Having obtained more than 50 million dollars in grant funding for cities, towns, colleges, non profit organizations and Indian Tribes, his unique efforts for securing federal funding for small rural areas has been commended editorially by the Wilmington News Journal and praised by the Delaware Association for Public Administration. Since 1977, Mr. Flood has served as a trainer and speaker to hundreds of audiences across the country.

Since the year 2000, Henry has been a contributing Editor for the Grantsmanship Center Magazine where his feature articles and news pieces on grant management appear quarterly. He has also written for the National Assistance Management Journal and other Washington-based business newsletters on governmental contracts, grants and construction and engineering publications.

Magali R. Abad

Magali R. Abad is Chairperson and Chief Executive Officer of the IGPAdmin which is a subsidiary of MAGBE Consulting Services, Inc. a women-owned Hispanic consulting firm, certified as SBA 8(a), headquartered in Miami, Florida. Ms. Abad has held several supervisory and management positions with South Florida non-profit organizations.

During the 25 year career Ms. Abad has helped several grassroots organizations to reorganize. Ms. Abad has successfully administered more than 25 Federal grants, she has developed, implemented and monitor community educational programs; has conducted training for non-profit organizations board members, and she has conducted seminars for community training. Ms. Abad has also participated in forums and TV and Radio talk programs.

An excellent facilitator and project manager, Magali spearheaded the efforts to create a coalition of 21 Resident Councils from Miami-Dade Public Housing and these efforts resulted in 21 $100,000 grants totaling 2.1 million dollars being granted to the resident councils to strengthen their participation in public housing management.

Magali served as Executive Director of the Miami OTAC\TAO coalition from 1995 until 2002. She founded MAGBE Consulting Services, Inc. in 1996 as a women-owned Hispanic firm and has offered advice and counsel to several South Florida non-profit organizations and neighborhood groups. Ms. Abad has offered her volunteer services and is a member to several Miami base organizations and she actively participate in the following civic organizations and have received several awards:

Dr. Marcias-Moriarity, Ph.D., M.P.H.

Dr. Macías-Moriarity is Director of Evaluation Services for the Institute for Grant Program Administration (IGPAdmin). Dr. Macías-Moriarity's principal responsibility is supporting IGPAdmin client's in making effective use of Grant Standards products.

Dr. Macías-Moriarity was awarded a Masters in Public Health in 1997 and a doctorate in Biomedical Sciences with a concentration in Public Health and Preventive Medicine in 2001. During this period she provided administrative health services to high-risk communities and designed, implemented and evaluated health promotion interventions in Texas and Florida. Dr. Macías-Moriarity has applied her expertise in research methodologies to develop effective evaluation protocols for local government, hospitals, universities, and for both social service and health service not-for-profit organizations.

Her analytical skills have been used in community needs assessments and to satisfy requirements in contacts with the Department of Housing and Urban Development and Florida Department of Juvenile Justice. Dr. Macías-Moriarity has presented in numerous state and national venues for example American Public Health Association and Texas Public Health Association. As a native to the U.S./Mexico Border Dr. Macias-Moriarity was raised in a bilingual and bicultural environment which gave root to her capacity to communicate effectively in both English and Spanish.


Irela Bague

As a retained sub-consultant to MAGBE Consulting Services, Inc. and the Institute for Grant Program Administration (IGPAdmin), Ms. Bagué is in responsible charge of public relations for our operations.

Irela M. Bagué is an accomplished public relations and intergovernmental affairs specialist with over 10 years of experience in Miami-Dade County.

Bagué was recently appointed to the South Florida Water Management District Governing Board by Governor Jeb Bush.

Her career highlights include working for Audubon of Florida, National Audubon Society's Florida State Office as the State's Public Affairs Coordinator.

Before joining Audubon, she was a Government and Public Affairs Specialist in Miami Dade County for the South Florida Water Management District. In this capacity, she managed media relations, event coordination and community outreach for the Comprehensive Everglades Restoration Plan outreach initiatives.

Prior to her work with SFWMD, Bagué served as a Commission Aide to former Miami-Dade County Commissioner Miguel Diaz de la Portilla where she managed the Commissioner's District office, which served a heavily populated section of western Miami-Dade County. Bagué handled community affairs, intergovernmental relations and coordinated all media and community events for the Commissioner.
